Dian Phylipsen

Dian is an international expert with over 25 years of experience in climate change policies, carbon markets and climate change negotiations. She advises the European Commission, governments, multilateral agencies, companies and NGOs about the design and effectiveness of policies and markets.

Her recent work focuses on supporting the implementation of climate commitments through the expanding the global carbon pricing regime, strengthening climate finance and technology transfer efforts and supporting clean technology development and green growth. She also works on understanding, benchmarking and improving industrial energy efficiency and emission intensity. Dian is a member of the Climate Strategies network, the Expert Group on Climate and Markets of the Dutch Emissions Authority as well as the roster of experts of the World Bank's Partnership for Market Readiness and the Climate Development and Knowledge Network.

Dian has been member of (and adviser to) Dutch negotiating delegations (EU Expert Group on Climate Change, IPCC, COP) as well as a reviewer of IPCC Assessment Reports and a UNFCCC CDM review expert. She developed the Triptych approach to burden sharing, the basis for the 1997 agreement on the distribution of the European Kyoto target. Dian obtained her PhD from Utrecht University on the topic of ‘International Comparisons and National Commitments: energy and technology differences in the Climate debate’.
