SQ Consult together with Ecofys and Umweltbundesamt GmbH, supported between 2013 and 2017 the European Commission in the assessment of New Entrants & Closure applications under the EU Emissions Trading System.
Applications for free allowances from the New Entrants Reserve and notifications of capacity reductions and closures were assessed for compliance with the harmonised allocation rules in the ETS Directive and the Benchmarking Decision.
The methodologies for checking, and the tools used by installations were developed in earlier projects by the consortium members, and are consistent with the approach used to evaluate the applications for incumbents in the NIMs, supported by SQ Consult in an earlier stage.
