Capacity reduction and (partial) cessation rules within the EU ETS

Umweltbundesamt GmbH and SQ Consult supported the European Commission in assessing the application of the harmonized rules for significant capacity reductions and partial and full cessations for stationary installations, in order to analyse whether reductions in free allocation are handled similarly in all Member States.

A methodology was elaborated to identify the most likely installations that may have had partial cessations or partial cessations but did not notify this. The kind of provisions MS have put in place implementing the harmonised rules on significant capacity reductions and (partial) cessation of operations are assessed, as well as the extent to which these provisions ensure equal treatment. Best practices were identified and shared with the Member States to enhance existing procedures
